CopilotCostManagement-Assignment.ReadWrite.All
Allows the app to read and change which users and security groups each Copilot spending policy applies to, on behalf of the signed-in user. Adding or removing an assignment immediately changes which users are subject to that policy's spending limits, and may grant or remove their ability to consume Copilot credits. This also exposes the identifiers of the security groups targeted by each policy.
